چکیده
تحقیقات گسترده‌ای درزمینه‌ی مدیریت تغییر سازمانی مربوط به بخش خصوصی وجود دارد. بااین‌حال، مطالعات اخیر نشان می‌دهند که زمینه‌ی اختصاصی سازمان‌های عمومی ممکن است برای تغییر سازمانی مدیریت پیامدهایی داشته باشند. این مطالعه نیز به بررسی میزان تأثیر روش‌های تغییر مختلف و رهبری تحول ناظران مستقیم بر پیاده‌سازی بهینه‌ی تغییر سازمانی در سازمان‌های عمومی می‌پردازد و بررسی می‌کند که تا چه اندازه ساختار بوروکراتیک سازمان‌های عمومی، پیاده‌سازی تغییر سازمانی را اختصاصی می‌کنند. پیاده‌سازی یک تغییر سازمانی در یک سازمان عمومی هلندی با استفاده از روش‌ها و تکنیک‌های کمّی موردمطالعه قرار گرفت. نتایج نشان می‌دهند که سازمان‌های بوروکراتیک ممکن است به شکلی بهینه به پیاده‌سازی تغییر سازمانی با هردو روش تغییر نوظهور و برنامه‌ریزی‌شده بپردازند. تأثیر رهبری تحول نیز به نوع روش تغییر و ساختار سازمانی وابسته است. رفتار رهبری تحول سرپرست‌های مستقیم تأثیر اندکی بر فرآیندهای برنامه‌ریزی‌شده‌ی تغییر دارد ولی در فرآیندهای تغییر یک زمینه‌ی غیر بوروکراتیک ضروری است. اگرچه بحث مربوط به مدیریت تغییر بیشتر بر رهبری مدیران ارشد متمرکز است، نقش رهبری سرپرست‌های مستقیم نباید در طول تغییر سازمانی در سازمان‌های عمومی نادیده گرفته شود.

مقدمه
تحقیقات گسترده‌ای درزمینه‌ی مدیریت تغییر سازمانی در بخش خصوصی وجود دارد (آرمناکیس و بدیان، 1999؛ بیر و نوهریا، 2000؛ بورک، 2010؛ سلف، آرمناکیس و اسکرودر، 2007). بااین‌حال مطالعات اخیر به بررسی قابلیت اعمال تکنیک‌های مدیریت بخش خصوص در بخش عمومی پرداخته‌اند و ثابت کرده‌اند که تفاوت‌های بین بخش عمومی و خصوصی می‌توانند نقشی را ایفا کنند (بوین، 2006؛ کارپ و هلگو، 2008؛ کیکرت، 2013؛ کلارنر، پروبست، و سوپارنوت، 2008؛ روساو، 20079. مؤلفان متعدد ثابت کرده‌اند که زمینه‌ی اختصاصی سازمان‌های عمومی ممکن است پیامدهایی برای تغییر سازمان داشته باشند (برنز، 2009؛ کورام و برنز، 2001؛ ایست، گیلرد، اسپارر، و براون، 2012؛ مک نولتی و فریل، 2004)، ولی شواهد تجربی اندکی در رابطه با این مسئله وجود دارد. یک مرور جدید از تحقیقات مربوط به مدیریت تغییر در بخش عمومی توسط کویپرز و همکاران (2013)، به این نتیجه رسیده است که اغلب مطالعات به‌جای تأکید بر فرآیند پیاده‌سازی بر محتوا و زمینه‌ی تغییر تأکید می‌کنند. علاوه بر این، کویپرز و همکاران، به این نتیجه رسیده‌اند که بسیاری از مطالعات خروجی‌ها یا موفقیت یک مداخله‌ی تغییر را مشخص نمی‌کنند. اگرچه یک شاهد جایگزین وجود دارد مبنی بر این‌که پیاده‌سازی تغییر سازمان اغلب اوقات با شکست روبرو می‌شود
